Why it happens in Novi
Newer Novi houses clog in places you can't see
Novi's detached houses are mostly built after 1995, and those roofs are steep, with deep valleys that funnel everything into short stretches of gutter. Asphalt shingles shed grit for years, and it settles into the bottom of the gutter where you can't see it. Homes from this era also tend to run the downspout into a buried drain line, and buried lines silt up, fill with roots and collapse with no sign at the top. So the gutter can look clear from the ground while the water has nowhere to go. The wooded lots around Island Lake add a real leaf load to the roofs that back onto them.

In Novi, check underground first
